Yes, item M72: Montessori Bead Material for Bead Cabinet (7MM) is a full set. You are correct that the product photo does not show all of the pieces and quantities included. It appears that some of the pieces were not included when the product photo was taken. However, M72 does include the complete bead material assortment and all required quantities for the Bead Cabinet.
